  1. When will Electronic Preferential Certificate of Origin (ePCO) application be fully implemented?
  • In 2010, ePCO application is fully implemented by the Ministry of International Trade and Industry (MITI), nationwide. The implementation covers online application for Cost Analysis (CA) and Preferential Certificate of Origin (CO) forms.

  1. Is there any registration fee involved?
  • Yes

  1. How long will the approval process be?
  • MITI will approve your applications in:
    - Cost Analysis: 120 hours
    - Certificate of Origin: 24 hours

 

Charges

  1. Since Cost Analysis (CA) is valid for 2 years, what if I have CA (Approved manually) which is still valid. Do I need to apply the same CA in the system?
  • Yes, you will need to re-apply the same CA again in the system. This is due to interim data which are minimal and not sufficient. Thus, you are required to re-apply your CA.

 

  1. Supporting documents for application of CA for GSP/CEPT/AICO/ACFTA/MPCEPA/MJEPA/AKFTA are:
  • Invoices of raw materials used
    - Invoices of raw material from supplier to manufacturer (to be certified by the manufacturer)
    - Certificates of Origin from supplier abroad (if necessary)
  • Product’s processing flow chart
  • Product’s samples/photos/catalogues

 

  1. Do I need to print out the Cost Analysis (CA) approval letter?
  • No, you do not have to print out the CA approval letter. There will be a system generated endorsement number for your approved CA which is track able in the system.



Preferential Certificate of Origin (CO)

  1. Which Preferential Certificate of Origin (CO) form should I use?
  • You will need to use CO form according to the scheme you are applying for:
    - CEPT: Form D
    - AICO: Form D
    - GSP: Form A
    - TEXTILE: Certificate of Origin
    - ACFTA: Form E
    - MJEPA: Form MJEPA
    - MPCEPA: Form MPCEPA
    - AKFTA: Form AK

 

  1. Can I also apply Non-preferential Certificate of Origin in the system?
  • No, the system only provides application of Cost Analysis (CA) and Preferential Certificate of Origin (CO) from MITI.

 

  1. What are the supporting documents required for Preferential Certificate of Origin (CO) form application?
  • Supporting documents for application of CO for GSP/CEPT/AICO/ACFTA/MPCEPA/MJEPA/AKFTA are:

    Before Export

    i. Invoices to customer

    After Export

    i. Invoices to customer
    ii. Bill of Lading
    iii. Custom’s Declaration Form K2

 

  1. Do I need to print on Preferential Certificate of Origin (CO) form?
  • Yes, you will need to print on CO form and submit the form to MITI for endorsement.

 

  1. Must I attach hardcopy of supporting documents when submitting Preferential Certificate of Origin (CO) form to MITI for endorsement?
  • No, all supporting documents are required to be attached online, during your application in the system.

 

  1. ePCO application is an online application. Why do I still need to print on Preferential Certificate of Origin (CO) form?
  • Eventhough ePCO is an online application, you will still need to print on CO form as to fulfill the requirement from oversea authorities.
